Tier-1 is a bankability ranking of manufacturers, not a quality certificate for an individual panel. It tells you the maker is financially stable enough that a 25-year performance warranty might still be honoured in year twelve. That is genuinely valuable, but it is not a substitute for reading the datasheet.

What you should read: first-year degradation, annual degradation thereafter, temperature coefficient, and PID and salt-mist certification.

Degradation: the number that decides lifetime output

A panel losing 0.4% per year versus 0.7% per year sounds trivial and is not. Over two decades that difference compounds into a large amount of lost generation — often more than the money saved at purchase.
